This accessibility statement applies to Sustainable Helsinki website (https://kestavyys.hel.fi/en/) run by the City of Helsinki. This statement explains the website’s accessibility and how to submit accessibility-related feedback.

How accessible is this website?
Finland’s Act on the Provision of Digital Services states that public websites must be accessible. In other words, everyone should have an equal opportunity to use websites.
The website is partially complaint with the statutorily mandated accessibility requirements (WCAG criteria 2.1, A and AA standards). The website has significant accessibility shortcomings which are described in more detail below.
Non-accessible content
The website is not fully accessible. The content or functions listed below are not fully complaint with the statutory mandated accessibility requirements. We strive to continuously correct any detected shortcomings. This accessibility statement’s list of shortcomings is updated every time we rectify a shortcoming.
Accessibility issues in embedded PowerBI Charts
- The service contains embedded charts that are not accessible
- Some charts have issues with contrast in non-text content. (WCAG 1.4.11)
- The content in some charts is not available in an alternative, accessible format. (WCAG 1.3.1)
- The charts contain information that is conveyed only by using color. (WCAG 1.4.1)
- The focus order in the embedded charts does not always follow the visual order. (WCAG 2.4.3)
- Some of the interactive elements in the charts lack an accessible name and/or role. (WCAG 4.1.2)
- Some of the visual changes and popup messages are not communicated to assistive technologies when using dynamic functionalities. (WCAG 4.1.3)
- The charts contain modal dialog windows which do not constrain the focus within the dialog. (WCAG 1.3.2)
- Some buttons cannot be focused with the keyboard and thus are not keyboard accessible. (WCAG 2.1.1)
Visual accessibility issues
- Colour has been used as the only means to convey information in some of the maps, charts and tables. (WCAG 1.4.1)
- The text in some images does not meet contast requirements. (WCAG 1.4.3)
- Some icons and visual elements in charts do not meet contrast requirements. (WCAG 1.4.11)
- The buttons in the “Did you find what you were looking for on this page” section do not display a visible keyboard focus indicator. (WCAG 2.4.7)
General accessibility issues
- The text alternatives for infographics on the site are not fully accessible to users of assistive technologies. (WCAG 1.1.1)
- Some pages contain sections written in language other than the main language of the page, and these sections lack proper language markup. (WCAG 3.1.2)
- The main navigation menu sections open when hovering the mouse cursor over a menu item, and the appearing content can only be dismissed by moving the mouse. (WCAG 1.4.13)
- The navigational elements contain incorrect ARIA attributes. (WCAG 1.3.1)
- The heading level hierarchy does not always follow the logical hierarchy of the content. (WCAG 1.3.1)
The content is not within the scope of the legislation
- content used in teaching in a limited group for a fixed period
- content published in the service by users or other third parties that is not produced, funded or controlled by the service provider itself
- expressions of works in cultural heritage collections that cannot be changed to a format that meets the accessibility requirements

- office files (such as DOC, PDF, ODT) published before 23 September 2018
- online content archived before 23 September 2019
- live video or audio broadcasts that are not saved for preservation or republication
- video or audio recordings published before 23 September 2020

The accessibility assessment follows the City of Helsinki’s operational guidelines and methods that aim to secure the service’s accessibility throughout every work stage.
The accessibility of the website has been assessed by a self-assessment. The assessment included programmatic accessibility testing and a manual examination of the website and its content.
